David Scott Will Provide Expertise on Apprenticeship Rules and Standards

July 23, 2025 – Lakewood, CO Encore Electric is pleased to announce that its director of external affairs, David Scott, has been appointed to the Colorado State Apprenticeship Council. Scott has been an advocate for apprenticeships in the construction industry and now is a voting member on the Committee for Apprenticeship in the Building and Construction Trades. As a council member, Scott will provide expertise to the State Apprenticeship Agency (SAA), which is responsible for developing Colorado’s apprenticeship standards and program plan.

It is an opportunity to elevate the trades, and bring awareness not only to apprenticeships themselves, but all the opportunities that are available after apprenticeships,” Scott said. “An apprenticeship is a foundation that can  build lifelong careers.”

During his four-year term on the council, Scott will continue to bring awareness to apprenticeship programs and the opportunities that come after completing an apprenticeship.

The Colorado State Apprenticeship Council was established in 2023 by the SAA, when Govenor Jared Polis signed the Conforming Workforce Development Statutes. The council currently has 25 members and is broken into two separate committees; the Building and Construction Trades committee and the New and Emerging Industries committee who advises the SAA on all other industries. With the expertise of these committee members, the council provides direction ensuring equitable and well-regulated apprenticeship programs.
